Glenn Blanchard had to resign his seat on the five-member board in February because of health issues. He earned 124 votes in Tuesday's election, the most of any of the four candidates.

Blanchard said he has gained control of his health this year through diet and exercise, and is grateful to return to the board.

"I'm really proud to be able to represent the town of Emmitsburg. ... I think I understand that I need to take my health a lot more seriously than what I had been doing," he said.

He said he spent time in the weeks leading up to the election walking through town and talking to residents of the various neighborhoods. He credits his win to this person-to-person contact.

"The key to being a commissioner is the ability to listen more than anything else," he said. "They respect when you give them your time ... and I enjoy that part."

Jennifer Mellor garnered the second-highest vote count, 103, to take the second open seat. Mellor is a member of the town's parks committee and previously served on the citizens' advisory council. She was not available by phone Tuesday evening.

Commisisoner Patrick Joy was running for his second term on the board, but lost his seat, garnering only 84 votes. Joy previously served as chair of the town's parks committee for four years and served for two years on the planning commission.

Joyce Rosensteel served two terms as commissioner beginning in 2002 and was hoping for a return to the board, but garnered only 43 votes.

The four candidates ran for the seats held by Joy and Commissioner Jim Hoover. Hoover, who was appointed to the board earlier this year to finish Blanchard's term, did not run for re-election.

A total of 185 ballots were cast; Emmitsburg has 1,715 registered voters. The new commissioners will be sworn in at the Oct. 7 town meeting.
